Max became a member of the Golden Throne Lodge, in Jerusalem, under the Scottish Constitution, which worked in Arabic, but initiated him in English. After some time he gathered a number of Arab, English and Jewish Brothers and in January 1931, they formed an English-Speaking Lodge, under the Scottish Constitution called the Holy City Lodge.

He subsequently founded several other Lodges whose members included Christians, Druse, Jews and Moslems. These Lodges were the only places where members of all faiths could meet and work together in absolute friendship and harmony.
He became Grand Master of our Grand Lodge in 1959, and his Depute was the late Max Silverstone, both of whom were Founder Members of our Lodge and acted as Installing Master and Installing Director of Ceremonies at the Installations of our first four Masters, of whom, I was the fourth. At the first meeting after Installation, I conferred Honorary membership on both of them.
He was a Brother of outstanding ability in many fields, who played an outstanding part in the foundation of our Grand Lodge and its recognition by the United Grand Lodge of England
